It can be, if the ladder reaches without using the top step or cap, which OSHA's stepladder guidance says not to stand on. Keep 3-point contact, two hands and a foot or two feet and a hand, while climbing. If the reach needs the top step, it needs a taller ladder.

Should I use LED bulbs in hard-to-reach fixtures?

Yes, LEDs are the better choice for sockets that are hard to reach. The Department of Energy says LEDs last up to 25 times longer than incandescent bulbs and use up to 90% less energy, so there are fewer ladder trips. Check that the bulb is rated for dimmers if the fixture is on one.

What if the light still does not work after a new bulb?
